What changed

• Created a nine-chapter Observer Attention web reader with chapter navigation, reading progress, canonical metadata, structured data, and citation support.
• Preserved the v0.1 PDF byte-for-byte as the immutable source archive.
• Introduced publication guards for protocol terminology, nonfinancial boundaries, review status, and unsafe source material.
• Published only after human review, replacing the private-review state with an explicit public edition.

What remained unresolved

• The observer thesis, attention analogy boundary, typed Performance and Non-Performance routes, and representation-first architecture were not yet fully developed.
• The web edition reorganized the source but did not yet have the canonical precision reached in v0.3 and v0.4.
