One hundred evidence dossiers
What Stage4B completion establishes—and what it cannot establish.

At some point the project stopped being a list of interesting people and became a hundred small arguments.
Each portfolio member now has a full Stage4B evidence dossier. “Full” has a deliberately narrow meaning: three distinct substantive artifacts, current identity and activity evidence, exact locators, a reasoned connection to capabilities and IoV questions, counterevidence or criticism, transfer limits, an intellectual-lineage note and a proposed test.
It does not mean the thinker agrees with the Foundation. It does not mean the proposed test has run. It certainly does not mean their work validates The Internet of Value.

The dossier exists to make transfer visible. A method built for psychometrics does not automatically answer a governance question. A theory of capital does not automatically produce a conversion mechanism. A critique of metrics does not automatically specify the instrument that should replace them.
The dossier records that distance instead of smoothing it away.
One hundred is not a score
The portfolio remains unranked. Its matrices retain null numeric scores because no agreed rubric justifies converting heterogeneous intellectual work into a single number. Coverage means inspected evidence reaches all twenty-two capabilities and all thirty questions. It does not mean every area has equal depth.
Completing the dossiers changed the research question from “Who seems relevant?” to “Which claims can this person’s inspected work actually pressure, and where does the transfer fail?” That is a less glamorous question. It is also the first one sturdy enough to build on.
