What the first twenty-five had to earn

The minimum eligibility pass settled a narrow question for the Priority 25: each person had a verified identity and activity record plus at least one substantive primary artifact within the recorded scope. It did not settle whether the portfolio should trust the transfer.

Each of the twenty-five later received a full Stage4B dossier: three genuinely distinct substantive artifacts, exact evidence locators, criticism or counterevidence, transfer limits, an intellectual-lineage note and a proposed test. The remaining seventy-five portfolio members went through the same gate in four larger tranches. Blocked records were not quietly promoted; one unresolved seat was ultimately replaced with an evidence-comparable reserve.

An inclusion reason should survive a question

“What might this person test?” is more useful than “why is this person impressive?”

The answer should identify a concrete method or contribution, point to the inspected artifact, connect it to an IoV question, and say where that connection stops. Someone's work on financial feedback does not, by itself, establish a mechanism for converting wellbeing into capital. Related words are not a bridge until the reasoning is built.

Deep three-artifact review began with candidates who could materially affect measurement invariance, capital conversion, adversarial metrics, structural validation, implementation feedback, methodological diversity or independence.

Independence takes work

Different names, institutions and source IDs do not establish independent intellectual traditions. People may share training, collaborators, datasets or assumptions. Independence remains unestablished until it is examined rather than inferred from the appearance of variety.

Some candidates may become stronger choices. Some may move to reserves. Some overlooked specialists may become indispensable. A portfolio that cannot change after evidence arrives is already doing something other than research.

One hundred complete dossiers do not mean one hundred successful IoV tests. A test needs a defined construct, an intended use, observations, a rival account and a failure condition. The portfolio ultimately ran eight implementation and adversarial checks on synthetic fixtures. Observed empirical IoV tests remain at zero.
