Representation Before Measurement

A ship that could not locate itself

Before longitude became a number, it was a crisis. A ship could cross an ocean with maps, cargo, and skilled sailors yet still fail to locate itself east or west. The missing instrument was not another ocean. It was a portable representation of time accurate enough to compare the ship's local noon with a known reference.

John Harrison's marine chronometer did not create time or longitude. It made a relationship observable enough for people far apart to coordinate around it.

That pattern appears throughout civilization. A clock is not time. A kilogram is not heaviness. GDP is not an economy. A credit score is not trust. Each representation selects part of reality, gives it a stable form, and makes new comparison possible.

Before a society can measure something together, it must decide how that thing will appear.

Every representation has an observer

Measurement begins earlier than mathematics. Someone chooses the object, boundary, vocabulary, evidence standard, and acceptable uncertainty. Those choices determine what enters the frame and what disappears outside it.

This is why representation creates both capability and power. A representation can make a neglected reality visible. It can also turn a partial view into an apparently complete judgment.

The central question of Observer Attention is therefore not “What is the best score for a human life?” It is:

How can a person participate in representing a lived moment before institutions calculate, compare, or act upon it?

Follow one lived moment

This paper follows one moment through a human protocol flow.

1. A person notices signals from outside and within.
2. Attention selects a moment worth representing.
3. ~ValueCaptureProtocol binds that observation to time, activity, proof, attribution, and integrity.
4. ~WellbecomingProtocol interprets the human-state route.
5. ~~Performance may open a governed route into ~SAOcommons.
6. Private interpretation or validated contribution returns to ~WellbeingIdentity as a scoped, revisable update.

The implementation can change. The theory must remain inspectable without depending on any one application.

Evidence and limitation

Representation before measurement is the conceptual premise of this paper. It does not establish that the proposed protocol produces valid wellbeing measurements. Construct validity, reliability, cultural variation, observer effects, governance, and harm remain research questions.
